Pancake Day is tied to Easter, which is a moveable feast. Easter Sunday is the first Sunday after the first full moon on or after 21 March. From there, count back 47 days — the 40 days of Lent, the six Sundays within Lent (which traditionally aren't fast days), and Shrove Tuesday itself — and you get the date of Pancake Day.
